St. Joseph County to advertise $3M road overlay package tied to $1.5M Community Crossings grant

St. Joseph County commissioners on April 1 approved a request to advertise bids for this year’s mainline maintenance package, which County infrastructure staff said will cover about 11.4 miles of county roads.
Skye Meaders, representing the Department of Infrastructure, Planning and Growth, told commissioners the county was awarded a $1,500,000 Community Crossings matching grant that requires a fifty–fifty match. Meaders said the full scope of work on the advertised mainline package and related items will bring the overall project above $3,000,000 because some work will not be reimbursable under the grant.
Meaders said the county plans to publish the advertisement April 4 and April 11 with a bid opening scheduled for April 22. He said the grant funds are restricted to specific roads and line items; leftover grant dollars for a particular road cannot be moved to other roads. To make use of surplus materials, Meaders said the county will also ask the selected contractor to place leftover cold-compacted asphalt millings on a few additional miles of county roads.
Commissioners asked about per-mile costs and were told the county used last year’s bids as a baseline and estimated a starting point of about $350,000 per mile, but final per-mile costs will be set by returned bids. Meaders said the county will follow this mainline package with a separate subdivision package for additional miles depending on bid results and available funding.
Commissioners Morton, Hazen and Maxmeier voted aye to approve advertising the bids.
