Board member Al led the bylaws review and highlighted changes including the county’s website address updates and clarifications about advisory members. Members clarified that advisory representatives — one each from the county, the city and the public at large — are nonvoting and intended to offer “additional input” to the board on projects and management. The board also discussed language referencing management and development of the “silos” and the Canyon Ferry management plan from the Bureau of Reclamation; members agreed to retain that phrasing because it appears specifically in the law.
After the revisions were discussed and cleaned up, a board member moved to accept the bylaws as amended. The motion carried on a recorded voice vote.
Board members asked staff to forward the amended bylaws to the county commissioners for their acknowledgement and to prepare signature pages listing representatives and titles. Members also discussed scheduling an annual bylaws review during the officers’ meeting of the year.
