Beaver County commissioners hear department updates on festival turnout, dispatch upgrade and building repairs

Department heads front‑loaded positive feedback on recent public events and volunteer turnout. One commissioner said volunteers and scouts “worked very, very hard,” and county staff pointed to strong vendor participation compared with the pandemic years.
Mark Burrow, a department head, summarized a major technology change: “we cut over to our new security dispatch system that been in the process for the last 5 years.” Burrow said the new system is a shared setup with a regional partner in Washington and described the cutover as the culmination of a multi‑year effort.
Officials also discussed facilities maintenance needs across county properties. A department head reported the county budgeted about $125,000 to replace the roof at the DPW building and said in‑house crews will perform at least part of the work to reduce costs. County staff said they would “scribe that roof over, remove that old leaking coating and recode it,” and that in‑house work should leave funding for other repairs.
On janitorial services, a department head said six companies attended a recent walkthrough; bids are due on the 28th and will be opened on the 29th. Staff flagged separate, specialized work that may require sole‑source justification: the ice arena uses custom 8‑inch gutters and the county has had difficulty finding contractors able to fabricate them.
Commissioners asked staff to prepare site assessments and multi‑year plans to prioritize roofing work across county buildings, including the ice arena and several magistrate district judge (MDJ) offices. Staff said some roofs are metal and some are flat and that costs vary by roof type; one speaker recalled a prior flat‑roof replacement that cost about $230,000 several years ago and said current prices are likely much higher.
Next steps identified by commissioners and staff include completing the janitorial bid process late this month, returning with price estimates for custom gutters on the ice arena and preparing a prioritized, multiyear facilities plan for commissioner consideration.
