The plan includes a trail that will run under ATC transmission lines and connect to the north; staff said the trail will be dedicated to the city and maintained, including winter plowing.
Scott said a developers agreement is being prepared; if the timing follows current estimates, construction could start in the fall after DA and permitting are complete. The committee approved the recommendation by voice vote with no recorded opposition.
