Chair Glenn Young alerted the Urban County Policy Board to a potential disposition of a county-owned building in the city of Battle Ground that was originally funded with CDBG dollars.
Young said the building—an old bank used for WIC services—requires an estimated $1.7 million in repairs. County staff are considering options that could include selling the property to Sea Mar or another buyer (Young said the county might offer the building for $1 or sell it at market price). He cautioned that proceeds from any disposition could be subject to federal rules governing CDBG-funded property and "may not even stay local," and urged board members or city partners with interest to send comments to the county council, which is expected to consider the matter soon. Michael Torres added that county staff are providing technical advice about what CDBG rules permit for disposition and use of proceeds.
Young requested stakeholders send input to the council if they have views before a decision is made; no action by the Urban County Policy Board was taken at the April 8 meeting on this item.
