Sparks resident urges Washoe County enforcement at two Lemon Valley properties

Richard (Rick) Snow, a resident of Sparks, told the Washoe County Board of County Commissioners on April 15 that two properties in Lemon Valley present drainage and code-compliance risks. Snow said he had reported one property at 440 Cameo Court multiple times and alleged the owner had filled a ditch for roughly 60 feet, installed rock, cement and tree stumps in another area, and erected a fence exceeding county corner-visibility limits. He also raised separate concerns about additions to another property at 350 Aristocrat Way, which he said were built without permits using substandard materials.
Snow told commissioners he had previously contacted county code compliance “on 3 different occasions” and that staff had earlier barred him from county property for two years after an exchange he described as a “time out.” He told the board he has paid property taxes and expects the county to fulfill its obligations by enforcing code in a timely manner. Chair Alexis Hill said the county had noted his comments and that staff would follow up on the specific items he raised.
The presentation was part of the meeting’s public-comment period; no formal action was recorded beyond staff agreeing to follow up with code compliance.
