Urban County Policy Board agrees to move public comment to start of meetings, with scope limits

Board members voted informally at the April 8, 2025 meeting to move public comment to the beginning of future Urban County Policy Board meetings and to limit remarks to issues relevant to the board’s scope.
Councilor Victoria Ferrer said she preferred public comment at the start of meetings to allow community members an earlier opportunity to speak. Mayor Matt Cole and Chair Glenn Young voiced support but emphasized comments should be germane to the board’s work; Young said he favored restricting comments to topics within the Urban County Policy Board’s purview (for example, not unrelated county-wide topics such as fluoridation). Rebecca Royce said staff would prepare a slide to appear after introductions and before minutes approval that outlines allowable public-comment topics and the three-minute time limit. The board indicated informal consensus and staff said they would implement the change in agenda order and circulate the guidance slide to members.
