Power department updates capacity project progress, generator rebuilds and school outreach

Power Department staff provided a multi-topic operational update at the March 30, 2025 Hurricane City Power Board meeting, reporting progress on distribution capacity projects, generator maintenance, capacitor bank work and a school demonstration for elementary students.
Construction and capacity: staff said Phase 6 of the city—s Capacity project (on 1300 South from 3 Falls to 920 West) is complete and connected. Phase 4 (underground work through Perkinfield Estates / Scott Stratton—s area) is substantially complete with conduit installed; crews still must pull remaining conductors. Staff said phases 2 and 3 remain to be completed, including work on 2800 West where tangent poles and self-supporting poles are being set in coordination with other utilities and cable contractors.
Transformers and substations: staff reported an upcoming T2 substation upgrade that will replace a 7.5 MW transformer and three regulators with a larger transformer (described in the briefing as larger-capacity equipment) and additional regulators; replacement equipment has been ordered and staff expects work to begin in the coming weeks pending final engineering and vendor acceptance. Staff also described a recent troubleshooting success at Anticline substation where a meter error was traced to a small shorting screw, correcting incorrect phase readings.
Generators and maintenance: staff said crews completed a tune-up and upper-end rebuild work on generator No. 6 and plan a program to perform major maintenance on a generator approximately every year as units reach their 10,000-hour service intervals. Staff reported efforts to install swamp coolers and other cooling measures to improve summer reliability.
Capacitor banks and controls: crews installed a new controller on a capacitor bank near Sky Mountain on 600 North and continue to operate remote controls by radio, with fiber discussed as a potential future control option.
Customer service and community outreach: staff reported energizing the last Terra building in a multi-building development (adding 18 to 20 meters per building) and assisting an interstate customer after a failing center transformer. Staff also described a high-voltage safety demonstration for Hurricane Elementary fourth-grade classes conducted with a high-voltage trailer from Washington City; staff invited council and power board members to attend such demonstrations.
Other items: staff said two department employees will serve as judges at the IPSA Lineman Rodeo May 15; crews also completed numerous service terminations and coordination with development projects.
No formal board action was taken on operational items; staff will continue project work and provide updates at future meetings.
