Commission approves seven youth-gaming site permits, Eagles authorization and appoints Ryan Baumgartner to Southwest Water Authority

The Dickinson City Commission on April 15 approved seven gaming site authorizations for Dickinson Youth Activities and a separate authorization for the Dickinson Eagles (Area 2328) for the July 1, 2025, through June 30, 2026 licensing period. The commission also appointed Ryan Baumgartner to the Southwest Water Authority Board to fill a vacancy through 2026.
City staff presented the youth-gaming authorizations, describing the devices and activities approved at each business. The Dickinson Youth Activities authorizations cover electronic pull-tab devices, pull-tab jars and dispensing devices, raffles, sports pools, bingo where specified, "21" events and Calcutta-style pools; approved locations included Spur Bar (1306 W. Follard), Neighbors Bar (745 State Ave.), Grand Dakota Lodge (532 15th St. W.), Elks Lodge (501 Elks Drive), Maverick Saloon (196 Museum Drive), The Rock (113 1st St. W.) and Buffalo Wild Wings (3545 W. Ridge Dr.). City staff recommended approval after application review, and commissioners voted unanimously to approve the sites.
A separate authorization for Dickinson Eagles, located at 31 1st Ave. E., was presented and approved; that authorization included bingo, raffles, electronic pull-tab devices, prize board devices, sports pools and other items listed on the application.
Earlier in the meeting staff presented a committee recommendation for an appointment to the Southwest Water Authority Board. City Administrator Dossinger said a committee including Senior Engineer Christopher Keller and Commissioner Joe Riddle interviewed candidates to fill the vacancy left by George Nodlin. The committee selected Ryan Baumgartner, a Dickinson resident of eight years, and the commission voted to appoint him to serve through 2026. Baumgartner introduced himself at the meeting and said he looked forward to representing Dickinson residents on the authority.
All motions to approve the gaming authorizations and the appointment carried on recorded "aye" votes from the commissioners present.
