Nebraska Arts Council awards $1 million in creative-district development grants amid heavy demand

The Nebraska Arts Council voted to award $1,000,000 in development grants to certified creative districts, approving the panel’s recommended allocations on March 12, 2025.
The council’s competitive round drew requests totaling about $2,300,000, according to staff. Panelists used a rubric that weighted visitor impact, economic impact and arts impact; many applications were strong, and the committee had to set a cutoff because funding did not cover all requests.
The approved awards primarily included development grants of up to $100,000 (one applicant requested $95,000). Council members emphasized that the program is prompting collaboration among districts and enabling projects intended to attract visitors and support local economies. The council’s materials list comments from the review panel on each application and identify several projects that will receive funding, including region-wide initiatives such as SculptureWalk Nebraska and cooperative equipment approaches like a shared movable outdoor stage.
Panel and staff leaders told the council that the number of certified creative districts has climbed quickly—from a handful two years ago to 34 now—and demand for development funding exceeds available dollars. Several district representatives plan to testify before the Legislature’s Appropriations Committee to seek additional support.
During the meeting, Clark Colterman moved to approve the creative-district grants as recommended; Karen Harris seconded. The motion passed on a roll-call vote with council members recorded as voting yes. The council will notify applicants of award decisions after the vote.
Council members and staff said they will continue to pursue supplemental funding sources, including work with the Nebraska tourism office and the legislature, to expand the program’s capacity next year. They also noted that some approved grants are structured to promote inter-district cooperation so smaller districts can share resources.
The council materials include detailed panel comments for each application so applicants may review strengths and weaknesses of proposals.
Looking ahead, council staff and district leaders said they plan to continue advocating for increased appropriations and partnering with tourism and local stakeholders to scale successful projects and marketing efforts.
