Willard council annexes 16-acre Bayview Estates; zoning set to R-1-Half

The Willard City Council voted to annex a 16.09-acre parcel known as Bayview Estates and to place the property in the R-1 Half zoning district.
Council opened and closed a public hearing on ordinance 2025-08 and then voted to adopt the ordinance following confirmation that Box Hillard County Commission previously approved the annexation and that notices had been mailed. Council members said the annexed property is located just north of the stake center on the west side of the road and that the applicant will provide their own water service; staff noted Bear River Water service appears to be in place for the development.
Motion to approve the ordinance was made by Mike and seconded by Jake. A roll-call vote recorded Jake, Mike, Rex and Jordan as voting yes; the ordinance was adopted.
Council noted that planning commission members were not present for a separate planning commission report and that staff will follow up on utility and zoning map amendments as the annexation is finalized.
