Office Manager Sutton told the council the change mirrors state law to avoid conflicts with court schedules: "So I just took the language straight from the Utah code to add it under there on which day we would get off if it was the Monday or the Friday," Sutton said during the meeting.
The change was proposed after city staff noted the municipal courts follow the state's observance and the inconsistency occasionally left city court staff and records on different days. Council member Carlson moved the resolution; Council member Bartling seconded. A roll-call vote showed Carlson, Thompson, Smalling, Wrigley and Bartling voting yes; the motion passed unanimously.
Why it matters: aligning the municipal personnel policy with the Utah code will prevent differing holiday observances between the city and courts, reducing schedule confusion for staff and the public.
Council members did not raise amendments to the proposed language during the discussion. The resolution as adopted directs staff to make the specific policy change in the employee handbook and to publish the updated holiday schedule.
The council then moved on to other agenda items, including departmental reports and the budget work session later in the meeting.
