Rockville council approves broad fee schedule updates covering dog tags, cemetery plots, grading and rentals

The Rockville Town Council approved a revised fee schedule after a public hearing in which no members of the public spoke.
Key changes adopted include: an increase in the unspayed/unneutered dog license from $15 to $25; cemetery plot purchase prices rising from $200 to $300 for residents and from $1,200 to $1,400 for nonresidents; and a late fee equal to double the license fee for untimely dog licensing. The council also added wording that a local contractor must be contracted for opening and closing graves.
Records-request and staff-time fees were changed to remove a fixed wage figure. Instead, the rate will be determined by the records officer using current rates at the time a request is made. The same approach applies to electronic service fees.
Garbage collection rates were updated to reflect Washington County Special Waste District's 2025 rates, moving the monthly rate from $14.15 to $14.98 and the quarterly rate from $42.45 to $44.94. Grading and excavation fee language was clarified and some fee bands adjusted: for example, the fee for 101 to 1,000 cubic yards is $49 for the first band, and the per-additional-1,000-cubic-yard charge was increased from $14.50 to $17.50 in specified bands; detailed banding and amounts were read into the record.
Zoning and development-related fees were adjusted in wording and some application fees were increased: the sign permit application fee was raised from $30 to $50; a special event or temporary use permit application fee was split and increased from $50 to $100 for one category; commercial film production permits rose from $150 to $250 and may require police review.
Recreation and park rental rates also rose: a 4-hour recreation-hall rental for nonresidents moved from $100 to $200; an 8-hour block from $200 to $300; and a full-day rental from $300 to $400. Pavilion fees and full-facility fees were adjusted as described in the proposed schedule. The town's meeting hall will not be rented.
Councilmembers voted to adopt the fee schedule. On the roll call, councilmembers Michael, Robin, Megan, Pam and Jeff voted yes.
