City staff says pickleball grant specs nearly complete; drainage and court layout decisions next steps

City staff updated the council on park improvement projects, reporting that final specifications for a pickleball grant project are nearly complete and should be ready for public bid in two to three weeks, but that the design requires a drainage system to address runoff from the adjacent hill.

Staff said a drainage system across the west and north sides of the park is necessary because water currently runs down the hill and can flood the northwest corner of the park on heavy rain or land-day conditions. Engineers recommended installing a drain system (a French drain or equivalent) before paving or placing courts. Staff said the project will likely start with two courts but the base will be prepared to accept four courts in the future; the orientation (east–west vs. north–south) will be finalized after site inspection.

Council and staff confirmed that the project will include concrete courts and post holes prepared so painting/striping could be added later. Bleacher placement and whether the courts will allow existing bleachers were discussed; staff said post holes and base preparation will factor that in.

Staff requested council approval to proceed to bid once drainage specs are finalized and to include drainwork in the initial construction scope. Council asked staff to ensure that the base includes appropriate stormwater handling and that bids reflect both two-court construction and the option to expand to four courts later.
