Council approves supplier and contractor for Beaver City hydro plant penstock project

Beaver City Council on April 14 approved a materials supplier and a construction contractor for the city's hydro power plant penstock replacement project, following a presentation from the city's engineer.

The project consists of replacing the penstock and related components at the hydro power plant. City staff told the council two separate procurements were opened: one for materials and one for construction and installation. Staff recommended Mountain Land Supply as the materials supplier and Rollins Construction as the construction contractor.

City staff said two bids were submitted for the materials package and two for construction. The council approved the recommended supplier in a motion and then approved the construction award after the engineer indicated the bidders' proposals were comparable. Council members asked staff to watch for potential change orders once work begins because of the site's mountain location and the risk of encountering unforeseen buried conditions.

The engineer described the installation sequence: the existing penstock will be removed and a new, larger-diameter pipe installed in roughly the same alignment. Staff noted the project upgrades the pipe section from the existing 34-inch steel pipe to a 42-inch high-pressure (HP) pipe.

No dollar amounts for the final construction contract were recorded in the public discussion on the record; motions to approve both the supplier and the contractor passed on voice vote. The city will proceed with contract administration and final procurement steps before work begins.

Council President pro tem opened the matter during the council meeting and engineering staff presented the bids. The council approved both motions by majority voice vote.
