Council clears amendments to commercial-use table to add assisted-living, building trades and studios

Riverton City Council on April 1 approved Ordinance 25-08, amending the city's table of commercial uses to clarify permit status for assisted-living and residential-care facilities, add a "building trades" classification, and explicitly list uses such as dance studios and bus terminals.
Staff said the changes are mainly clarifying and not a major policy shift. The update adds a category for "assisted living facilities, nursing homes and residential care facilities" and marks them as conditional uses in commercial zones to reduce confusion. It also restores and refines a building-trades category (electricians, plumbers, HVAC and similar trades), allowing those uses in certain commercial zones while maintaining restrictions against outside vehicle or equipment storage in sensitive zones such as downtown or gateway.
Planning staff said landscaping services were made conditional in additional zones to limit potential impacts, and that a bus terminal clarification differentiates a terminal from a simple bus stop as UTA reengages service planning. The update also enumerates dance studios, martial-arts and similar uses that had been permitted informally under other categories.
"These are mostly housekeeping items, not really dramatically changing uses that are permitted, just including some clarifications," Jason (staff member) told the council during the public hearing.
The planning commission had recommended approval. The council held a public hearing with no written public submissions and moved the ordinance following discussion. Motion: adopt Ordinance 25-08 amending Section 18.90.01, Table of Commercial Uses. Mover: Council member McKay. Second: Council member Brooker. Recorded roll-call votes included recorded yes votes for Council members James McDougall, McKay, Trevor Perucci, Brooker and Hammond; the motion carried.
Ending: Staff said the amendment clarifies zoning staff and applicants' expectations and recommended updating public materials to reflect the clarified use categories.
