Miramar adopts annual update to capital improvements element of comprehensive plan

The Miramar City Commission on April 16 approved an ordinance to update the Capital Improvements Element (CIE) of the city’s Comprehensive Plan, revising the five‑year schedule of capital improvements to reflect the municipal capital program for fiscal years 2025–2029.
Takisha Jordan, Assistant Director of the Building, Planning and Zoning Department, presented the annual review. Jordan said Florida statute requires the city to review and update the CIE annually to ensure public facilities and infrastructure maintain required levels of service. The item transfers the capital projects and expenditure projections already adopted in the city’s FY2025 budget (Resolution 24195, adopted Sept. 12, 2024) into the Comprehensive Plan table 6.1 schedule.
During discussion Commissioner Sherazard asked how parks are prioritized for funding. Billy Neal, Director of Parks and Recreation, explained the department conducts inspections of all parks and prioritizes work for parks in the worst condition or with the most damage; older parks are generally selected for immediate repairs. Neal agreed to follow up with Commissioner Sherazard regarding a request for Presano Park.
No members of the public spoke. The commission approved the ordinance by recorded vote with Commissioner Chambers, Commissioner Sherazard, Vice Mayor Colburn, Commissioner Edwards and Mayor Wayne Messam voting yes.
Staff recommended approval; the update aligns the Comprehensive Plan’s five‑year capital schedule with the city’s adopted capital improvement program.
