Northbrook trustees adopt 2025–26 village and library budgets, add public-safety and IT staff

The Village of Northbrook Board of Trustees on April 2025 approved the village'wide budget for the fiscal year beginning May 1, 2025, and separately adopted the Northbrook Public Library's budget after a required public hearing.
Trustee Israel, chair of the Administration and Finance Committee, presented the draft and described priorities that include replacement facilities for Fire Station 11 and a new fleet maintenance building, purchase of sites for two of those projects, a planned water meter replacement program and investments addressing increased emergency calls and cybersecurity. The budget includes additional staffing for public safety and information technology; a board member corrected the number of firefighter positions included to six during the presentation.
The board placed a modest increase on the village levy while directing additional funding to police and fire pension plans above the statutory minimum to accelerate liability reduction, Trustee Israel said during the hearing. Public notice of the hearing was published March 27, 2025, "in accordance with state law," the board recorded.
Trustee Israel moved adoption of an ordinance to adopt the municipal budget for the fiscal year beginning May 1, 2025, and ending April 30, 2026; the motion passed on a roll-call vote with all trustees voting yes. The board separately moved and approved an ordinance adopting the Northbrook Public Library budget for the same period; trustees noted that under state law the village must approve the library budget even though the library conducts its own public hearing and manages its own operations.
The meeting also included minor updates to the village's annual fee ordinance; the board voted to approve the modifications. Trustees thanked staff for producing a budget document they said was clear and accessible.
Ending: Other routine items approved with little discussion included omnibus warrant lists and committee minutes. Budgets adopted at the meeting will govern municipal and library spending for May 1, 2025, through April 30, 2026.
