Heath staff report progress on park well redesign, comp plan and water contract with Rockwall

City staff updated the board on three civic items: a revised approach to drilling a potable well for the new park, progress on the comprehensive plan update and ongoing negotiations on a water contract with the City of Rockwall.
Staff said the original park well design included electronic components with more than 60 weeks lead time; to avoid that delay the design team removed the lengthy-lead components from the CMAR scope, redesigned the element and will run the well-drilling and related pump-electronics work as a separate city-managed project. Staff said the well will be drilled as a potable well and connected to the park irrigation lines and the storage tank; "you can't drill a well for irrigation only and then turn it into a potable well," staff noted, explaining permitting and construction requirements.
The redesign is intended to shorten procurement from an estimated 60-plus weeks to roughly 32–37 weeks, staff said, and staff stated the hope is to have the well online by late this year or early next spring, ahead of the high-consumption season.
Separately, staff reported the comprehensive-plan update is nearing completion. The steering committee reviewed the future land use map and staff planned to present the draft to the Planning and Zoning Commission at a special meeting, with an action item anticipated on the commission’s May 6 agenda and subsequent consideration by city council in May, depending on recommendations.
Staff also reported the city is working "really closely with the City of Rockwall staff, working toward deal points for a renewed water contract" and expects to bring proposed terms forward soon.
Board members asked clarifying questions about project scope, procurement and whether the revised approach would shift project dollars; staff said the separate city project treatment would not shift dollars out of existing contracts and that engineering services would still be provided on-site as needed.
No formal action was taken; staff said they would continue to coordinate procurement and present contract decisions as needed to the appropriate boards or council.
