Eau Claire, Altoona sign intergovernmental agreement for three-street reconstruction and utility work

The Eau Claire City Council unanimously approved an intergovernmental cooperative agreement with the City of Altoona for street and utility replacement on Otter Road, Vernon Street and Pleasant Street.
City staff said Altoona will assemble design and bid documents and manage the contracting, while Eau Claire will provide design information, and perform survey and inspection for water and sanitary utility installations. The streets in the project area cross jurisdictional boundaries: Pleasant Street is maintained by Altoona, Vernon Street is shared and Otter Road is maintained by both jurisdictions.
Director Ness said Eau Claire will assume costs for sanitary and water work that serve parcels the city owns or maintains, because those are city-run utilities. Stormwater costs will be split equally between the two cities, and roadway costs will be apportioned based on the extent of ownership or maintenance responsibility. The item was moved by Vice President Anderson and seconded by Councilmember Boca and it passed unanimously.
Staff characterized the streets as being in poor condition and recommended coordinating street replacement and utility work in a single project to reduce disruption and improve efficiency.
