Council approves subdivision infrastructure agreement for Paragon Apartments development

The Eau Claire City Council unanimously authorized the city manager to enter into a subdivision infrastructure agreement (SIA) with Paragon TH LLC for street and utility work at the Paragon Apartments site.
City planning and public works staff described the SIA as the document that defines the location and parameters for utility installation within recorded easements. Under the agreement the developer is responsible for installing utilities and a sidewalk on Bourbon Street to the property line; other internal walk connections are covered by separate development agreements and site plans. The internal roadways on the property will be private and not maintained by the city. Outlot 1 is designated for stormwater retention/detention and includes an associated wet connection within that area.
Staff noted the Old Town Hall Road sidewalk and related improvements are on the TID schedule and anticipated for construction in late 2026 or 2027. The SIA presented to the council mirrored the document reviewed at Plan Commission. The resolution was moved by Councilmember Schoen and seconded by Councilmember Shelton; the council voted aye and the item passed unanimously.
The agreement sets the construction and easement parameters that will allow the city to accept and operate public utilities once constructed as provided by the SIA.
