The Eau Claire City Council on April 8 unanimously approved a resolution authorizing 2024 year-end budget adjustments, carryovers into 2025 and first-quarter 2025 amendments.
City finance staff told the council the resolution packages 28 separate items including 2024 end-of-year corrections, capital project carryovers and a handful of 2025 budget amendments. The measure required eight affirmative votes because it affects the city budget.
City finance staff said items 1–8 are 2024 end-of-year adjustments; item 4 addresses higher transit payroll and operating costs that can be offset by increased operating revenue; item 9 adjusts the economic development fund and is offset by a transfer from a 2021 defederalized loan; item 10 covers loan carryovers for the city revolving loan fund, the low-barrier loan fund and an EDA loan fund. Items 11–23 carry capital projects across multiple funds, including the water utility, storm utility, parking fund, transit, and other capital accounts. Item 24 moves a large EMS FAP award into the city’s grants and donations fund (Fund 286) totaling $333,709.20. Items 27 and 28 are 2025 expense shifts.
Councilmember Mboga asked for clarification about a line item listed as “TIF 14 Sonotag developments.” Finance staff identified that label as the internal TID name used for the related incentives. The resolution was moved by Councilmember Brewster and seconded by Councilmember Jones; the council voted aye on the motion and the item passed unanimously.
The adopted adjustments and carryovers will be recorded in the city’s fiscal year accounting records and reflected in the next published budget update.
