Planning board approves two 2-year site-engineering extensions for Callahan Speedway, Yulee RV storage

Callahan Speedway (SP22-021): David Hicken, owner of D and J's Motorsports Promotion Inc., sought a two-year extension for a previously approved site engineering plan for the Callahan Speedway expansion across U.S. 1 north of Callahan. The approved plan includes an asphalt drag strip and associated parking. Hicken said project delays stemmed from St. Johns River Water Management District permitting tied to wetlands, reengineering the site after wetland delineations and bank appraisal and title issues. The board found cause under Land Development Code Section 5.07(f)(4) and approved a two-year extension on a motion citing the record evidence.
Yulee RV Storage (SP23-002): Asa Gillette of Gillette and Associates represented the applicant for SP23-002, a proposed RV storage facility on Jean Lucier Boulevard approximately 1,700 feet north of SR 200. The plan, approved Feb. 13, 2024, proposed 230 RV spaces, an office and 53 storage lockers. Gillette said the applicant has faced extended permitting requirements from the St. Johns River Water Management District related to geotechnical and wetland impacts and must demonstrate the project will not dewater adjacent wetlands. The board approved a two-year extension under the same Land Development Code provision.
Motions and votes: For SP22-021, Board member Henson moved to approve a two-year extension; Board member Flick seconded. For SP23-002, Board member Morris moved and Board member Flick seconded. Both motions carried by voice vote.
Why it matters: Both projects were approved previously but timed out under the one-year permit-start requirement in the land development code. Permitting delays tied to wetland impacts and state water management reviews were the primary reasons applicants requested extensions. Approving extensions preserves the applicants' vested site approvals for another two years under the code provision cited by staff.
