The Dane County Zoning and Land Regulation Committee on April 8 gave conditional approval to the preliminary plat for Sugar River Vista in the Town of Verona. The proposed plat covers roughly 225 acres and will create 55 lots; excluding existing homes, the average size of the new residential lots is about 1.7 acres.
Staff presented the plat and a set of recommended conditions tied to county stormwater, road control requirements and a required flood study near the town road entrance. The County Board previously approved a related rezoning petition on Sept. 5, 2024, with four conditions. Road names for the plat were finalized March 31 after a revised submission to the county surveyor. The plat shows drainage easements and, unusually, mapped snow‑storage easements.
County staff said a March communication from the developer’s representative raised a 2003 court case that appeared to limit the county’s ability to impose town‑road design standards. Corporation Counsel advised staff that cul‑de‑sac dimensions and town‑road length standards fall within public improvements that the county likely cannot regulate through the county land‑division ordinance; staff subsequently revised the conditional‑approval letter and asked the committee to approve the plat with the updated conditions.
Supervisor Balague moved to approve the preliminary plat with staff conditions; Supervisor Kronig seconded and the motion carried on a voice vote. No additional public testimony was requested at the meeting. Staff noted a specific plat note limiting well placement for lots 42–45 in response to adjacent agricultural activity and manure spreading, and that March 31 approvals resolved road‑naming issues.
