Library siding: Council approved a bid to repair and replace siding at the Signal Mountain Library. The council approved use of $35,000 in American Rescue Plan Act (ARP) funds and added language in the motion clarifying the work is siding replacement, not replacement of the entire library building. The motion passed with no recorded opposition.
Waste hauling: The council authorized the town manager to issue a notice of award and enter contract negotiations with Waste Connections Inc. for residential municipal solid-waste hauling and disposal, referencing Waste Connections’ submitted bid of $363,380. Council discussion reviewed components of the bids: Waste Connections’ hauling charge is higher per pickup (about $345 per pickup) but its per-ton disposal price was lower (about $47.75 per ton) than a competing Republic bid listed about $70 per ton. Council authorized staff to negotiate contract language and return any final contract to council for approval before execution.
Audit contract: The council authorized the town manager to contract with Waycaster CPA LLC to audit town accounts for the fiscal year 7/1/2024–6/30/2025, with payment not to exceed $34,000. Council members discussed the possibility of a single-audit requirement if federal grant spending exceeds the $1 million threshold; staff said current tallies make hitting that threshold unlikely but noted large ARP/ capital items could affect the count.
Parks & Rec internship: Council created an internship position reporting to Public Works and supporting the Parks and Recreation Board. Council and staff discussed outreach to area universities and timing; staff said the town will post the position and coordinate with university internship programs.
Each resolution passed at the April 14 meeting; staff will carry out contract negotiations, finalize procurement paperwork, and return executed contracts or further necessary approvals to council.
