Council approves MAPCO Express beer-and-wine permit but conditions issuance on receipt of $250 application fee

Staff said MAPCO (which recently changed ownership to Mapco Express LLC) submitted a $100 payment earlier in the year as the annual privilege tax but had not yet delivered the $250 nonrefundable application fee for the ownership-change application. Town staff told the council the business has been responsive and that the missing payment appears to be in the mail.
Councilmember discussion centered on ensuring the town received the full fee before final permit paperwork and before staff provides documentation the company needs to obtain a state wine permit. Councilmember (name recorded as supporting the amendment) moved to amend the motion so the town would not issue the permit until staff received the $250; that amendment passed and the council then approved the amended motion. Staff said the annual privilege tax is $100 and the $250 charge is a distinct, nonrefundable application fee.
Outcome: Amended approval; permit to be issued upon receipt of the $250 application fee and after staff completes any required documentation for the state wine permit.
