The Planning Commission voted 6‑0 to approve the June Lake South neighborhood concept plan (NCP‑17‑36) with staff’s standard and site‑specific conditions and added a requirement that, at preliminary plat, the applicant provide a stub‑out to the southwest for a future connection to Spring Station Drive.
Staff described the plan as a mixed residential neighborhood with 267 single‑family detached units, 52 two‑family units and 81 townhomes. The neighborhood concept shows multiple public and private alleys, a 12‑foot greenway trail with a trailhead and proposed dedicated right‑of‑way that could accommodate a future I‑65 overpass in the general location shown in the city’s major thoroughfare plan.
Miss Sanders of Development Services told the commission the major thoroughfare plan is a general guide and that the city and developer should evaluate the appropriateness of dedicating right‑of‑way for an overpass at the preliminary plat stage. "When we prepared the major thoroughfare plan, this was prior to the June Lake Interchange being determined to be appropriate in its current location... it's a guide and where we propose future potential streets or overpasses such as this, we're really identifying a general area," she said on the record.
Commission discussion focused on connectivity to adjacent neighborhoods and to the Williamson County Schools property. Staff reported coordination with Williamson County Schools and noted a school request for a pedestrian‑only connection to their property; commissioners emphasized the value of a roadway stub‑out to preserve the option of a future vehicular connection. The commission added a site‑specific condition that "at the time of preliminary plat, the applicant shall provide a stub‑out to the southwest for future connection to Spring Station Drive." The commission also reiterated that a traffic impact study would be required at preliminary plat.
The plan documents show a parking table projecting 811 on‑site spaces and call for more detailed parking and drainage documentation with full submittal. Staff also asked for an analysis of the proposed overpass alignment at preliminary plat to ensure right‑of‑way and slope areas would not unacceptably impact proposed lots.
Applicant Chris Jansen of CSDG said his team agreed with staff conditions and would work with county schools and staff on pedestrian connections. The commission approved the concept with the added stub‑out requirement and the understanding that preliminary platting will include a traffic impact study and further overpass evaluation.
