The Owasso City Council approved a final plat for Boardwalk 1 at Preston Lakes, a proposed 24.34‑acre single‑family subdivision that will contain 78 lots and a density of 3.2 dwelling units per acre.
City planning staff told the council the property is located at the northwest corner of East 80th Street North and North 160th East Avenue, is currently zoned RS‑3 under OPUD 18‑01, and was annexed into the city in 2018 under Ordinance 11‑25. Wendy Kramer, a city planner, said the preliminary plat had been approved by the Planning Commission in March 2025 and that the final plat meets the approval criteria in Section 2.4 of the Owasso subdivision regulations.
The plat shows two points of access — one on East 80th Street North and another on North 160th East Avenue — and three reserve areas. Kramer described the reserves as follows: Reserve A for landscaping, open space, signage and utilities; Reserve B planned for a dog park, easements, walls, fencing, drainage, storm sewer, utilities and parking; and Reserve C for open space, trail easement, fencing, drainage, storm sewer and utilities. She also said perimeter and interior utility easements and landscape easements are shown on the plat to provide utility access and to locate fencing and signage. The water provider for the project was identified as Rogers County Rural Water District No. 3 and the sewer provider as the City of Owasso.
No members of the public signed up to speak on the item. Councilors asked whether Phase 2 of the larger Preston Lakes subdivision will connect to this phase; Kramer confirmed Phase 2 will connect to the north of Boardwalk 1 and will have an additional access point onto North 160th East Avenue. After brief questions from council, a motion to approve the final plat carried unanimously.
The council vote authorizes the plat to move forward; staff did not indicate any outstanding conditions beyond those shown on the plat and noted the plat complies with relevant city standards.
