Council declares emergency and awards $452,870 contract for CMA 2501 sanitary sewer replacement

The Chickasha Municipal Authority voted to declare that an emergency exists under Title 61 OS 130 of the Oklahoma Competitive Bidding Act and waived publication requirements so the CMA 2501 sanitary sewer main replacement project could proceed immediately.
Following the emergency declaration, the authority awarded the contract for CMA 2501 to Matthews Trenching Company, Inc., as the lowest responsive and responsible bidder, in the amount of $452,870 and authorized the chairman to execute all related documents.
City staff told the authority they expected the contractor to complete bonds and contract paperwork within about a week and begin mobilization before the end of the month. Staff estimated dewatering would take about one week, with installation and boring to follow; overall, staff said the contractor expected to complete the job in roughly three to four weeks after mobilization, subject to permitting and site conditions.
The authority discussed funding for the unbudgeted work. Staff reported there was no money currently placed in public works for sewer projects in the operating budget; the authority will reallocate funds from the 29th Street project, where about $2,000,000 is unspent this year, to cover the CMA 2501 contract.
The motions to declare the emergency and to award the contract were moved, seconded and approved by roll call. Authority members and staff said prompt action was necessary because of the sanitary sewer condition and that residents would welcome the repairs.
