Trustees also approved a separate resolution setting the updated fee schedule to take effect July 1, 2025.
The changes reflect months of staff work and public outreach, town staff said, and trustees asked for small wording changes during the meeting. Aaron, the town’s building‑and‑planning lead, walked trustees through the amendments and said the updates reduce duplication across multiple code volumes and bring Carbondale’s requirements closer to neighboring jurisdictions while preserving local policy choices. Trustee Erica moved the ordinance; Trustee Ross seconded. The roll-call vote passed, and trustees later approved the fee schedule by motion from Trustee Jess and second from Trustee Colin.
Trustees and members of the public raised procedural and substantive questions in committee-style discussion before the votes. Topics included whether to adopt a separate property-maintenance code (trustees ultimately removed that exhibit from the ordinance for later consideration), whether accessory structure exemptions should be limited to a single structure per lot (trustees revised the exemption language to focus on nonpermanent foundations rather than a single-structure cap), and how to treat heated garages when an existing gas system is present (trustees directed staff to allow radiant heat connected to existing gas boilers). Several trustees asked staff to return clarifications in future packets on how the new codes will be applied in specific cases, and staff said they will refine guidance and public-facing checklists.
The ordinance and fee schedule replace the town’s previously adopted code set and are intended to streamline permitting and bring Carbondale in line with recent regional code updates while keeping local amendments that reflect the town’s priorities for energy efficiency and design.
Trustees approved the ordinance adopting the building-code changes and the resolution updating fees; both measures were accompanied by staff instructions to refine implementation language and user-facing materials before July 1.
The town clerk’s office will publish the adopted ordinance and the new fee table; staff said they will prepare guidance for contractors and homeowners and schedule outreach to explain how the changes affect permits and compliance going forward.
