Commission adopts second-amended Horn Shadow Solar CRA plan; developer reports major local spending and workforce

Commissioners approved an ordinance adopting the second amended and restated Community Reinvestment Area (CRA) plan for the Horn Shadow Solar Project.
Sherry Jordan of the Utah Association of Counties presented the amended plan on behalf of the Emery County CRA agency; the county redevelopment authority had approved edits earlier in the day to align legal descriptions and parcel maps.
Peyton, a project representative for the developer, told the commission Horn Shadow Solar is a roughly 300-megawatt project in the Castle Dale area and described development statistics: roughly 670,000 work hours to date, about a 14-month construction period, a peak workforce of a little over 450 people and an average manpower of roughly 80. Peyton said the project’s general contractor has spent a large sum with Utah-based businesses (stated in the meeting as "a hundred and $5,000,000 among different Utah based businesses"). Peyton told commissioners the project is expected to operate for about a 40-year life and that the developer intends to be a long-term local neighbor.
The ordinance, which adopts the amended CRA plan dated April 15, 2025, passed on a recorded unanimous vote by the three commissioners present. Planning and redevelopment staff said the amendment removed parcels that were not developed and clarified the legal map to match the parcels where solar infrastructure is installed.
The county will treat the adopted plan as the official CRA plan and will proceed with administrative steps to implement the CRA benefits as provided in local law and the plan documents.
