Emery County commission approves bids, grants and resolutions in routine business session

The Emery County Commission voted on a series of procurement, grant and resolution items during its April meeting, approving all motions presented by commissioners.

Among the actions the commission approved were acceptance of a single bid for the landfill scrap-metal pile, approval of additional credit cards and higher limits for the sheriff’s office, a $75 donation gap-fill for a Girls State attendee, an equitable sharing annual certification, and a set of local project and budget-related resolutions and agreements.

Landfill scrap-metal sale: The commission accepted a bid from Western Metals Recycling for $116 per net ton for scrap metal at the county landfill. A motion to accept the bid passed unanimously.

Sheriff’s office credit cards: Commissioners approved increasing limits on six existing sheriff's office credit cards to $4,000 each and authorized three new cards to address travel, training and out-of-state payment needs; the motion passed unanimously. The sheriff said officers often must use cards for immediate training or lodging when purchase orders are impractical.

Donation to Boys/Girls State: The commission approved a $75 payment to fill a funding gap for Hadley Macarello’s attendance at Girls State June 1–6, 2025. The student told the commission the program teaches state and national government and leadership; she said she had since raised the necessary funds but was placed on the agenda in advance.

Equitable sharing certification: The commission approved the Emery County Sheriff’s Office annual equitable sharing agreement and certification. The sheriff described the program as a process by which certain seized funds are handled, noting some federal share is kept before a portion returns to local agencies.

Project-area and redevelopment actions: The commission approved a resolution triggering the Castle Country Industrial Park Utah Inland Port Authority project area for parcels the authority said would reach certificate of occupancy this year. Commissioners were told the action would begin the project-area capture period and that local boards and reporting would follow.

Trails grants and other local funding: Commissioners approved the travel board’s recommendations for trails grants: $5,000 to the Mecca (Little Creek) mountain-bike bridge and amenities, $15,000 to the Town of Emery trail project, and $10,000 to the Jones Valley event (committee recommended adjusting one award to fit available funds). The travel board had set aside $30,000 for these grants.

Property-tax exemptions and interlocal agreements: Commissioners approved the 2025 property-tax exemption list but excluded Epicenter, Green River Medical Center and Castle Ridge Behavioral Center pending review; they also approved a revised interlocal agreement for Special Service District No.1 reducing the county services charge to $10,000 per year.

Contracts and small purchases: Commissioners approved a $3,495 contract with Doug Moore Appliance and Heating for furnace replacement at the Green River sheriff’s office building. They also approved cooperative agreements and a resolution supporting America250 Utah and an Emery County community committee.

All listed motions in open session passed on recorded unanimous votes of the three commissioners present.
