The Idaho Falls City Council on April 17 voted to table consideration of updates to the city's impact-fee study until the Impact Fee Advisory Committee meets and issues recommendations. Council President Burton Shaw moved to table the item and the motion passed by recorded vote.
Director Alexander, identified in the meeting as the city's impact-fee administrator, told the council the update is required by state statute every five years. The city's consultant (identified in the meeting as "Tissue Advice" and a presenter named Colin) provided draft analyses to the advisory committee and to council in a work session; staff said the draft can present fees by housing type as currently done or by square footage, and that converting to square footage could simplify the schedule.
The impact-fee administrator described the planned public timeline: an Impact Fee Advisory Committee public meeting on May 6 (committee), city council consideration on May 8, developer outreach in May and early June, Planning and Zoning review on June 3, and a public hearing and potential approval on June 26. Staff said, if all goes as planned, the updated impact-fee schedule and ordinance changes would take effect October 1.
Council members asked when council would see the draft study; the administrator said the draft is mostly complete pending confirmation of final definitions (housing type vs. square footage) and that a draft was expected to come to council around the May 8 meeting. The advisory committee, meeting April 15/16, raised questions and did not reach consensus; staff and the consultant will reconvene the committee on May 6 to seek recommendations.
Council voted to table action until the committee delivers recommendations; the city clerk recorded Burton Shaw and councilors Francis, Freeman, Larson and Bradford as voting in favor. The motion included no changes to the draft language and left the timeline contingent on committee recommendations.
