Board declares existing Northwest Library lease surplus ahead of move to new building

The Multnomah County Board declared the leased property housing the existing Northwest Library at 2300 NW Thurman Street surplus to county needs as the Library Capital Bond program prepares to open a new owned Northwest Library nearby.
Library and county real-estate staff told commissioners the new Northwest library at 2030 NW Pettygrove will replace the leased site and roughly double library space for the neighborhood when it opens next winter. The existing lease runs until February (six years remaining on the current extension), and staff said the lease terms include an early-termination clause unfavorable to the library. County staff described efforts to negotiate an early exit with the owner that were unsuccessful; under the existing lease the county can sublease the space and staff said their plan is to seek a subtenant to align with the library move-out next winter.
Commissioners asked that the county explore community-benefit tenants and proactively engage neighborhood partners and nonprofit organizations about reuse opportunities; library staff said the change is intended to minimize financial impact to the district and maintain service continuity. The board approved the surplus declaration by roll call and said staff will return with recommended lease terms and a tenant recommendation when available.
