The Urban Renewal Agency of Idaho Falls on Wednesday approved a professional services agreement and a task order with consultant Renee McGee to prepare an economic feasibility study for the proposed Willow Creek project area.
Agency Vice Chair Brent Thompson presided over the meeting in Chair Lee Radford's absence. Agency staff presented a model professional services agreement intended to standardize consultant contracts across projects. Megan, a staff member, told commissioners the task order covers the scope of work for the economic feasibility study and carries an estimated cost of $7,000.
"She will track her time and she will submit an invoice," Megan said, describing the invoicing format in the professional services agreement. Megan said the Willow Creek planning effort is also the subject of a memorandum of understanding with the project developer, who is advanced-paying the cost of the planning effort.
The board approved the professional services agreement and the task order by voice vote. Following approval, the agreements were eligible to be signed the same day.
Why it matters: the feasibility study will provide the analysis the agency needs before the board considers a formal redevelopment plan and attachments for Willow Creek. Agency staff said the study is expected to return to the board this summer for further consideration.
What happens next: McGee will submit time-based invoices under the terms of the professional services agreement. Agency staff said ultimately the fee should be paid from project funds as the project moves through the agency's cost-true-up process.
