WFRC awards 13 TLC planning grants, nearly $2 million in project budgets for 2025

WFRC announced the 2025 recipients of its Transportation and Land Use Connection (TLC) technical‑assistance program, awarding 13 projects that will receive planning and technical support for land‑use, active‑transportation and station-area planning.
Matt Ryan, community planner with WFRC, said this year’s competition was unusually competitive: 26 applications requested about $4.2 million in funding while the program awarded 13 projects with a combined project budget near $2.0 million (approximately $1.5 million in TLC partner funding and about $415,000 in local match). "We had the most applications, I believe, ever this year," Ryan said, noting program partners include UDOT, UTA, Salt Lake County regional development and the Governor’s Office of Planning and Budget.
Selected projects include small‑area and center plans (e.g., Murray Oakwood Village Center; Riverdale Streamtown master plan; South Ogden City Center master plan), citywide plan and ordinance updates (including ADA and sidewalk/connectivity work in Mill Creek and a Uinta general plan WFRC will support in‑house), and contextual transportation studies such as the Kearns 5400 South corridor study, a South Davis Greenway feasibility study, and a transportation master plan for the Greater Salt Lake Municipal Services District.
Ryan said the TLC program has funded 167 projects since 2014 and supports a range of deliverables from design standards and ordinances to implementation strategies and feasibility analyses.
