RTP Amendment No. 3: WFRC presents 11 project updates; TAC recommends level‑2 roadway modifications to RGC

WFRC staff presented Amendment No. 3 to the 2023–2050 Regional Transportation Plan (RTP), summarizing eleven proposed project updates across the region and asking the Regional Growth Technical Advisory Committee (TAC) to recommend the level‑2 roadway modifications for RGC consideration.
Jory Johnner, WFRC director of planning, told the TAC the RTP is fiscally constrained and updated on a four‑year cycle; periodic amendments account for changes in funding, local needs and study outcomes. He said Amendment No. 3 includes six level‑1 updates (ownership, operational and land‑use updates and active transportation projects) and five level‑2 board modifications (collector/minor arterial roadway projects and non‑fixed guideway transit projects), and that level‑2 requests require TAC review and RGC action.
Tim Watkins described individual projects in the amendment, including: a regional land use update to the Wasatch Choice vision; active‑transportation projects in West Valley City (4000 West bike lane; 6200 South side path), West Jordan (1300 West buffered bike lane), and two mobility hubs adjacent to existing or proposed transit stops at the University of Utah and along the Davis–Salt Lake Connector. Level‑2 roadway projects proposed for Salt Lake and Box Elder counties included new construction and widening projects such as South Frontage Road to Mountain View Corridor (West Valley), 6700 South (West Jordan), 2700 West widening (matching a new interchange), and Brigham City's 1200 North widening.
David Peterson, city planner, Farmington, moved that the TAC recommend the level‑2 board modifications for Amendment No. 3 be forwarded to the Regional Growth Committee. The motion was seconded and, after calling for any discussion, the chair called for silence as assent; the motion was approved on a voice vote. No roll‑call tally was recorded in the meeting transcript.
Johnner said level‑1 projects will be reported to RGC on May 15 and the amendment process will continue with interagency review, fiscal-constraint checks and required public‑comment and air‑quality conformity steps for any full amendments.
