The Quincy Planning Board on April 16 endorsed a minor plan modification to a previously approved mixed‑use project at 1562–1570 Hancock Street after the applicant relocated a pad‑mounted electrical transformer from the public right of way back onto the development parcel.
The Planning Department reported that during foundation permit review the transformer location conflicted with the sidewalk, roadway operations and loading. Following design analysis and consultation with National Grid, the applicant identified a feasible on‑site location for the transformer. The department recommended endorsement of the minor modification, subject to two additional conditions tied to the project’s urban‑renewal land‑disposition agreement and to expanded peer‑review oversight.
The added special conditions require: (1) evidence of a certificate of completion under Section 18.2.1 of the project’s land‑disposition agreement prior to issuance of an occupancy permit, and (2) an expanded peer‑review and oversight scope to include stormwater construction as well as installation oversight for subsurface utilities, electrical and gas meters, sidewalk construction oversight and as‑built reviews funded by the applicant.
Planning staff told the board that the transformer relocation required revisions to several plan sheets but the overall mixed‑use layout, retail on Hancock and on‑site parking remained consistent with the original approval. The board voted to endorse the updated plan set and adopt the two additional conditions.
