The Lake County Regional Housing Authority elected officers and updated bank signatory authority during its meeting.
Board member Lunala moved to nominate Tracy Fletcher as president and Elsa Tharpe as vice president; the motion was seconded and carried by unanimous voice vote. "All in favor? Aye. Any opposed? All were in favor," was recorded on the meeting record.
Pollock moved to nominate Christian L'Oreal for secretary; that motion was seconded and approved by voice vote. Richie volunteered for treasurer and the board approved that nomination by voice vote.
The board also appointed three signatories for its Pueblo Bank and Trust account. The motion to appoint signatories identified Richie Moutou and Matt Bullock and, after clarification, Tracy Fletcher as signatories; the motion passed by voice vote.
Board members discussed the authority's current bank-account status, including a reported balance of $50. A board member noted the account has been charged a $10 monthly inactivity fee and advised the newly named treasurer to contact the bank to recover recent fees and to present identification in person. City and board members reiterated that banks generally require appointed signatories to appear in person with ID and with approved meeting minutes showing the appointment.
The board planned follow-up steps: the treasurer will contact the bank representative (Mary) to reconcile the account; the three named signatories will appear in person with identification and a certified copy of the approved meeting minutes when adding or changing signatories; and the board will revisit signatory arrangements after an executive director is hired, since the intergovernmental agreement (IGA) contemplates board signatories and the executive director may be included in future signatory arrangements.
No formal contested votes or roll-call tallies were recorded for the officer elections; the meeting used voice votes recorded as unanimous support.
