Churchill County commissioners approve agenda items, tax assessments, contracts and personnel actions

The Churchill County Board of Commissioners approved a series of routine and substantive items by voice vote during the meeting, including procedural approvals, contracts tied to the Navy modernization project, special assessments for groundwater-basin management, a new Rangemaster job classification and an advanced placement hire in the district attorney’s office.
The board approved the agenda and the minutes from the March 19, 2025 meeting at the start of the session. Commissioners then approved two agreements related to reconstruction of Lone Tree Road as part of the Navy modernization project: a Local Public Agency agreement with the Nevada Department of Transportation (NDOT) to receive funds, and a Defense Access Road agreement that defines Navy/FHWA/NDOT funding flows and requirements. County staff described the funding transfer process as complex but said the contract before the board covers the county’s needs.
The board approved special assessments certified for entry on the 2025–26 secured tax roll. The Carson Desert Groundwater Basin assessment was certified at a total levy of $10,000 to be apportioned across more than 12,000 taxable parcels (county staff estimated the per-parcel portion at roughly $0.60). The board also certified assessments for permitted water-right holders in three additional areas: Lovelock Valley Groundwater Basin ($143.08 per permitted water-right holder), Dixie Valley Groundwater Basin ($4,570.55 per permitted water-right holder) and the Brady Hot Springs area ($5,685.54 per permitted water-right holder); the motion directed the County Treasurer to enter those amounts on the secured and unsecured 2025–26 tax rolls.
On personnel and classification items, the board approved a new Rangemaster class specification and assigned it to pay grade 42 with a starting wage presented at $20.70 per hour; county staff said the duties are limited and mostly involve coordinating certification for retired law-enforcement officers and that active-range duties for current officers are not part of this position. The board also approved an advanced placement offer under Churchill County code 3.32.0.04 to place a newly hired attorney at Deputy District Attorney 2, step 7, citing recruitment difficulty and the candidate’s superior qualifications; the DA’s office noted the candidate accepted pending board approval.
Finally, the board approved the interlocal agreement with the Nevada Division of Agriculture to collect and test groundwater samples (not to exceed $30,000 from April 1, 2025, through March 31, 2030), and it approved consent items and the monthly financial reports. All actions recorded in the transcript passed by voice vote with the chair calling for “aye” and the chair announcing “motion carries.”
