The staff presentation said the application is for a closure rather than a license agreement; staff explained that if a property owner sought to build a pool or an addition, the city would provide options such as realigning the sanitary sewer or acquiring easement from a neighbor, but in this case there was no specific redevelopment plan and staff therefore recommended denying the closure request.
Committee members were told the house on the lot is a new build in the curbside area and that staff had informed the applicant of the denial through the administrative process. The board will take the item up again at the next meeting for council action if the applicant pursues an appeal.
