Justin Anderson, president of the Douglas County Fair Board, attended the meeting and described recruitment efforts, including outreach to 4‑H and township trustees. County legal staff advised that the item required a charter resolution because state statutes cover fair board structures and the requested change affects the timing and appointment mechanism.
Commissioner Reid moved to adopt Charter Resolution No. 25‑4‑2 to amend appointments to the Douglas County Fair Board; the motion passed 5-0. Staff said the change is intended to fill a working quorum for the volunteer board and that the board can restore a township representative if one later volunteers.
