Red Clay board approves revised advisory-committee policy, adds definitions after debate

On April 16, 2025, at the Richardson Park Auditorium the Red Clay Consolidated School District Board of Education voted to approve a revised Board Policy 09/2004 (Advisory Committee to the Board) and to add definitions clarifying committee types.
The revision, presented by Dr. Hugh Brumoff, updates the policy title (removing the word “advisory”) and adds language requiring that when a committee ends it must present a final report or presentation to the board. "We changed the title, we removed the advisory from the title, we also we also removed advisory from the body of the document. We also included that when a committee comes to an end, they will present either a final report or a presentation to the board," Dr. Brumoff said during the presentation.
Board members debated whether to insert formal definitions distinguishing a standing committee from a special committee. Supporters said definitions would help district families and the public understand committee charges and timelines; opponents argued definitions could be misleading and narrow the board’s district-wide focus. After discussion an amendment to add the definitions passed and the board then approved the policy as amended.
The motion to approve the revised policy was moved by Kathy Thompson and seconded by Ingrid English. The board first voted on the amendment (which passed) and then voted on the full, amended policy. The final roll call recorded Miss English, Mister Leonard, Doctor Nesmith, Miss Sander, Miss Thompson, Mister Wilson and President Matthews voting yes; the policy passed unanimously as amended.
Board members and staff framed the change as an effort to increase transparency and to ensure committee deliverables are documented and reported back to the full board. The revision also formally requires a final report or presentation from committees upon completion of their assigned charge.
