Residents demand transparency as council considers Hemet United annexation petition

During the April 8 public-comment period several residents raised questions about a petition effort by a group referred to as Hemet United seeking annexation of unincorporated territory into the city. Speakers sought greater transparency from staff and answers about procedural and resource implications.

Comments included concerns that the petition materials submitted to LAFCO (Local Agency Formation Commission) and to the city may predate current demographics and include signatures more than three years old; one commenter said the listed petitioner, Keith Garrison, had died in January and asked who now represented Hemet United. Residents said they had filed public-records requests for the petition documentation and were told the city needed extra time to produce records.

Speakers also asked how the city would provide services and maintain public health and safety for a potential influx of residents, noting the absence of local maternity services and the possible effect on traffic and emergency response. Several requested the city host town halls and more coordinated outreach; one speaker asked the city to make space available for community officials to hold public meetings. LAFCO processes and the county executive’s March 24 letter about boundaries outside the sphere of influence were referenced by commenters.

No council action on annexation was reported at the meeting; residents asked the city to provide records, clarify the petitioner identity, and discuss service and fiscal impacts in public outreach and future hearings.
