Council authorizes city administrators to execute electricity supply contract

The Salisbury City Council approved Resolution 3390 on April 14 to authorize the city administrator and the director of procurement to execute a contract for the supply of electricity on the city’s behalf.
City procurement and staff explained that the city’s current electricity supply contract ends with the May meter-read dates and that competitive offers are time-sensitive. “When we get those prices in, the contract has to be executed that day,” procurement staff said during the council discussion, noting the need for immediate execution because energy prices change rapidly.
Procurement described a process in which the city solicited proposals in October, solicited final best-and-final offers in March, and will have its energy consultant review the pricing recommendations and advise city leaders on which option represents the best course of action. Staff said the contract must be signed promptly when the consultant recommends an option because there is no practical delay window to return to council for a subsequent vote.
Council discussed the timing and accepted the explanation. The chair called for the vote; all voted aye and the resolution was adopted.
