The Southeast Regional Advisory Council took the following formal actions and sent recommendations to the Utah Wildlife Board:
- Approve agenda and previous minutes: Motion passed (unanimous).
- Big Game rule amendments (Alton deer change) and related big-game permit recommendations: Motion to approve as presented; passed (RAC majority). The Alton rule change allowing hunting as a population-management tool in and around the town was approved unanimously by the RAC and will be forwarded to the wildlife board as a recommendation.
- Deer permits (Beaver West): The RAC debated alternate starting points for Beaver West permits. A motion to reduce the division's Beaver West recommendation to 600 permits failed. A subsequent motion to accept the division's recommendation (larger allocation) passed 6-1. The RAC forwarded its recommendation to the board.
- Elk permit recommendations: Motion to accept DWR elk permit recommendations as presented; passed unanimously.
- Once-in-a-lifetime permit recommendations: Motion to accept DWR's recommendations as presented; passed unanimously. The RAC also passed a separate motion unanimously asking the wildlife board to ask DWR to study depredation-style or rapid-response hunting opportunities for once-in-a-lifetime species when herds face disease or other sudden threats.
- Pronghorn permit recommendations: Motion to accept DWR pronghorn recommendations as presented; passed unanimously.
- Antlerless permit recommendations and CWMU antlerless recommendations: Motion to accept as presented; passed unanimously.
- Landowner permit rule (HB202 criteria): Motion to approve DWR criteria for landowner vouchers as presented; passed by majority. Separately, the RAC voted to recommend to the wildlife board that anyone who obtains a landowner voucher/permit (redeemed, purchased or drawn into an actual permit) lose related draw points and incur the appropriate waiting period; RAC vote on that referral passed and will be forwarded to the board for rulemaking consideration.
- Expo permit rule amendments: Motion to approve the Expo permit rule amendments as presented (clarify accounting and limited virtual exception); passed. A motion to open some expo permits to Utah-only online entry failed.
Notes: RAC votes are advisory; final decisions on rule adoptions and statewide permit allocations rest with the Utah Wildlife Board and DWR staff implementation.
