RAC endorses updates to Expo permit rule; debate over in-person validation and online access

RAC discussion: Several RAC members and public commenters praised the Expo's conservation funding; others proposed rotating the in-person validation event geographically or creating a limited online allotment for Utah residents so hunters who cannot travel might be able to participate. RAC members raised equity and practicality questions: supporters of keeping the event in-person said the Expo's in-person validation ensures Utah residents predominate and that the event brings economic benefits to the host community.
Outcome: The RAC approved the rule changes as proposed. A separate motion to open some expo permits to online Utah-only application failed.
