Purchasing Director Rhonda Kelsey told the committee the assessor’s printing contract with AB Data was increased by $500,000 to cover assessment‑notice printing through 2027; she said AB Data was the lowest compliant bidder and a local firm.
Other contract amendments placed on file included maintenance contracts for police elevators (MEI Total Elevator Solutions), Water Works generator maintenance, CentralSquare maintenance for the Fire Department records management system and a short‑term health‑department billing assessment. Kelsey said some proprietary systems require single‑source maintenance because the systems have proprietary components.
Carryovers and contingent fund: The committee adopted a substitute resolution authorizing carryovers of specified 2024 fund balances in accordance with Wisconsin Statute 65.071(5). The committee also approved a substitute resolution rescinding reserved commitments and appropriating remaining common-council contingent funds to close 2024 books; the budget director said the contingent fund was largely sufficient and the city did not need to borrow to close 2024, though he noted close margins.
Budget and operating questions: Committee members pressed departments for detail on several overages. Chuck Schumacher, operations administration manager for DPW, explained that the DPW operations salt account was about $435,000 over budget because the city used roughly 32,000 tons of salt in 2024 and total delivered cost was “about, in total about 80 ish dollars ton.” Tim Thur, infrastructure services division, said DPW’s vacancy rate had been below 20% and vacancies were distributed across job titles.
Other personnel and classification items: The committee placed on file classification study recommendations for Fire & Police Commission titles and approved salary footnotes for demolition crews and clerical corrections to the salary ordinance.
