Appleton Public Library trustees approve bill register, budget amendment, carryovers and updated financial policy

The Appleton Public Library Board of Trustees approved four financial actions during its April 2025 meeting: the monthly bill register (25-0351), an April 2025 budget amendment (25-0352), library carryover requests for fiscal 2024–25 (25-0363), and an update to the APL Financial Policy (25-0353). All items were adopted by voice vote.
Board members moved and seconded each item and the presiding officer called for the voice votes; each item was approved after the board responded "aye." The actions included routine financial oversight measures and a policy update clarifying the library's authority to accept and administer grants.
Staff described the bill register as the ledger of expenditures trustees are statutorily required to approve at each meeting and walked the board through common vendor charges. A staff member explained that recurring charges from OWLS (the regional library consortium/OWLSnet) represent multiple services—barcodes, receipt paper, envelopes and an annual OWLSnet membership fee—and are properly allocated across department ledger lines rather than duplicated billing. The presenter also identified erroneous gas charges linked to an external facility (not the library) that are being reimbursed and will appear correctly on a subsequent bill register.
On the budget amendment, staff said the change included small donations and designated funds (for example, donations to support Fox Cities Reads). For the carryover requests, trustees were told these are routine by-policy carryovers: external grant or designated funds received for specific purposes in 2024 that staff ask to carry forward into 2025 so the funds may be spent for their intended uses.
Trustees also approved an update to the library's financial policy clarifying the board's role as the committee of jurisdiction for library grants and making explicit how library grant approval interacts with City processes for administration and reporting. During discussion trustees pointed out and corrected a stray comma in a paragraph describing revenue receipts; staff confirmed the library submits revenue to the City as general revenue and that non-sufficient-funds charges are handled the same way.
