Council adopts resolutions, zoning and infrastructure steps; awards of damages authorized

The Janesville City Council on April 14 adopted multiple resolutions and ordinances, approved preliminary special-assessment steps for two street-extension projects, and authorized three awards of damages related to property acquisitions near the former General Motors campus.
Councilmembers unanimously adopted a proclamation recognizing April 24, 2025, as “YWCA Rock County Until Justice, Just Is Day,” and resolved to encourage residents to attend the event at Lower Courthouse Park Amphitheater. The council also approved formal commendations recognizing outgoing councilmembers Michael Jackson and Dave Marshick for their service; both commendations passed 6–0 with one abstention.
On land use and public works, council members approved Ordinance No. 2025-915 rezoning two parcels at 1211 and 1230 Prairie Avenue from R-1 single-family and two-family to R-1D (two-family) to allow the owners to pursue a residential planned-unit development. The rezoning was forwarded with a unanimous favorable recommendation from the plan commission and was adopted by the council.
The council adopted preliminary resolutions to pursue special assessments for two street-extension projects: the Sandhill Drive extension (preliminary file resolution 2025-2329) and a Mayapple Drive extension (preliminary file resolution 2025-20301). For Sandhill Drive, the council scheduled the final public hearing and final resolution for the April 28 council meeting; staff said bids were opened April 2 and construction is planned for summer–fall 2025. The Sandhill project will extend public utilities and a street from Deerfield Drive to Wright Road and stub sanitary and water laterals to adjacent undeveloped parcels. Under council policy, affected owners will be offered payment options including up-front payment, placing the assessment on the tax roll for the first year, or a five-year installment with interest; two undeveloped parcels (referred to as Parcel 7 and Parcel 8) are not eligible for the installment option per policy.
During a reconvened open session after a closed session, council members authorized city officials to file awards of damages related to acquisitions near the former GM site: $53,000 to DJF Enterprises LLC for 1412 South Jackson Street; $3,500,000 to Jane’s LLC for 1200 South Jackson Street, 5404 Kellogg Avenue and 1000 General Motors Drive; and $303,000 to Frank Silla and Sons Excavating Inc. for 530 Kellogg Avenue. Motions to authorize filing each award were made and carried unanimously in open session (motions recorded by name for some items; see actions array for details).
Other consent items approved included a naming-rights agreement for the Hendricks Family stage at the Woodman Sports and Convention Center, a resolution supporting reauthorization of state funding for the Knowles-Nelson Stewardship Program, sale of property at 1402 Rockport Road, and a tourism promotion agreement with the Janesville Area Convention and Visitors Bureau.
Council minutes show the meeting moved to closed session under Wisconsin statute 19.85 for negotiation and litigation strategy and returned to open session before the award-authority votes. No additional actions were taken in open session beyond those described above.
